“Overseas Development Assistance (ODA) refers to any developmental aid provided to the Federated States of Micronesia (FSM) from external sources. Managing ODA involves planning, coordinating, and organizing this support.
ODA is here to help us manage development assistance in ways that benefit everyone involved. For the Federated States of Micronesia (FSM), this means achieving positive, lasting results for our people, communities, organizations, and government. For our development partners, it means using resources effectively and building strong relationships with FSM.
ODA sets up the basic systems for managing overseas assistance, recognizing that FSM has unique needs. It adapts best practices to fit our specific circumstances, aiming to make development more relevant and impactful.
With this office, FSM seeks to:
- Add structure where needed,
- Involve the right people in decision-making at the right times,
- Reduce confusion and delays, and
- Make processes smoother whenever possible.
The ODA office is for leaders, government agencies, non-profits, communities, businesses, current and future development partners, and anyone interested in FSM’s development.
It’s important to remember that this policy is a framework—it lays the groundwork, but it requires input, knowledge, and ideas from everyone involved. It’s also flexible to allow future updates to development assistance management and to strengthen connections with local resources as they become available.
